1.0 Scope

This bulletin applies to devices examined under the Weights and Measures Act.

2.0 Purpose

This bulletin provides uniform guidance related to the placement of examination stickers on devices.

3.0 Background

Questions were raised regarding Measurement Canada's guidelines and requirements for the placement of examination stickers on devices. This bulletin clarifies these guidelines and requirements.

5.0 Guidelines and requirements

5.1 Common practice

Examination stickers must be placed in a visible location each time a device is certified as compliant with the requirements of the Weights and Measures Act. When applicable, the examination sticker should be placed in the same location as the previous sticker.

If there is no previous examination sticker on the device, or the previous sticker is in an unsuitable location, the new examination sticker should be placed in a visible location adjacent to the measurement display.

In situations where a device has more than one display for a single measured value, only one examination sticker is to be placed in a location normally visible to the customer.

5.2 Exceptional circumstances

In order to meet the marking requirements set out in section 30.1 and subsection 31(1) of the Weights and Measures Regulations, the guidelines below should be followed when facing exceptional circumstances.

5.2.1 Multi-product petroleum dispensers

When a multi-product petroleum dispenser comprising several meters and one total volume display per side is examined and all the meters are certified, only one examination sticker is to be placed per side near the total volume display.

If one or more of the dispenser's meters are not certified, an examination sticker should not be placed on the dispenser. An examination sticker must only be placed when all of the meters on the same side of the cabinet and sharing the same total volume display are brought into compliance. The sticker must be placed next to the total volume display and the month and year punched must match the certification month and year of the first certified meter. Therefore, the next examination due date displayed on the sticker will be calculated based on the examination date of the first certified meter of the meters sharing the same total volume display (i.e. side A or side B).

In summary, a fully compliant multi-product petroleum dispenser should have two examination stickers:

5.2.2 Small devices

When the space adjacent to the display of a device is limited and the examination sticker is too big to fit, the examination sticker should be placed in another visible location on the device.

If the examination sticker cannot be placed in a visible location on the device, it can exceptionally be placed under the device.

5.2.3 Point of sale scales

Retail point of sale scales often have a remote weight display separated from the main casing of the approved device. In these cases, the examination sticker may either be placed in a visible location on the device itself or on the associated approved weight display.
