1.0 Scope

This document is applicable to delegated organizations that are applying to perform initial certification of electricity calibration consoles under the Measurement Canada Delegation of Authorities Program. Details of the program are found in the document C-D-01:2011 - Conditions for the Delegation of Authorities for the Calibration and Certification of Measuring Apparatus Pursuant to the Electricity and Gas Inspection Act.

2.0 Purpose

The purpose of this document is to establish criteria required by section 9.8.2 of C-D-01:2011 - Conditions for the Delegation of Authorities for the Calibration and Certification of Measuring Apparatus Pursuant to the Electricity and Gas Inspection Act for organizations wishing to perform initial calibration and certification of electricity calibration consoles.

This document has been issued under the authority delegated to the Senior Engineer, Electricity Measurement.

5.0 Definitions

5.1 For the purposes of this document, the definitions identified by the document C-D-01:2011 - Conditions for the Delegation of Authorities for the Calibration and Certification of Measuring Apparatus Pursuant to the Electricity and Gas Inspection Act shall apply.

6.0 Making application

6.1 Organizations wishing to perform initial calibration and certification of measuring apparatus shall make formal application to Measurement Canada.

6.2 All information required by this document shall be provided with the application to perform initial calibration and certification of an electricity calibration console under Measurement Canada's Delegation of Authority Program.

6.3 The applicant shall provide the following information:

Calibration console

  1. Make
  2. Model
  3. Year of manufacture
  4. Hardware version
  5. Firmware version
  6. User manual(s)
  7. Other related technical information as identified in S-E-01

6.4 Additional information

  1. The applicant shall provide additional information for a calibration console in their inventory which is similar to the console being considered for initial certification and has previously been calibrated and certified. This information shall include all of the information provided for the apparatus being considered for initial certification.
  2. Any differences between the calibration console and the previously certified console shall be identified. These differences shall also include those related to, hardware, software, technical specifications, functions, and features.
  3. Any differences in the intended uses between the calibration console and the previously certified console shall be identified.

7.0 Evaluation criteria

7.1 Delegation of Authority to perform initial calibration and certification of an electricity console shall be considered on the basis of compliance with the following criteria.

  1. Unless otherwise noted, the following parameters shall be the same for the calibration console as compared with another console which has been previously certified by the applicant:
    1. Make
    2. Model
    3. Hardware version
    4. Firmware version
    5. Voltage and current ratings
    6. Number of meter under test positions
    7. Operating Mode(s) (automatic, semi-automatic, manual)
    8. Provisions for meter testing (optical/pulse pickups, meter mounting arrangements (sockets, etc.), internal counters)
    9. Reference meters
  2. The meters and test points which comprise the intended use for the console shall be the same or be a subset of those of the previously certified console. Addition of any test points shall require approval of Measurement Canada Regional Electricity Specialist on case by case basis and will be considered only for previously certified units of measurement, or functions.

Measurement Canada shall review all information provided by the applicant and if necessary may require additional information for review.

7.2 Applicant's Compliance Statement

A management representative for the applicant shall provide attestation for the following:

  1. The calibration console under consideration is substantially the same as the previously re-certified console by the applicant.
  2. The organization making application has personnel that are qualified and have experience in calibrating and certifying the measurement apparatus being considered in the application.

8.0 Review of information provided

8.1 Measurement Canada shall be responsible for review of all information provided. This shall be undertaken primarily by the Electricity Specialist with support from the Engineering and Program Development as necessary.

8.2 Based on the review and acceptance of all of the above, Measurement Canada shall authorize initial calibration and certification of the electricity meter calibration console identified in the application.
