This bulletin sets out the inspection and sealing criteria for lubricating oil meters.
This bulletin applies to lubricating oils meters utilizing an oscillating piston type meter which, by means of a gear train assembly, drives the indicating pointer. Examples: SWA 1016 and SWA 1093 (rev.3)
3.1 After their initial approval, manufacturers were known to have made slight modifications to the exterior housing and as a result, the means of sealing has disappeared. In the past, few regions performed initial inspection of these meters. Some meters were sealed, some were not. Moreover, a certain number of these meters were imported, sold and used in trade without having been inspected.
4.1 Every lubricating oil meter must be inspected before being disposed of by the dealer.
4.2 Every region shall identify, contact, and make necessary arrangements with dealers or importers for conducting initial inspections according to the terms and conditions of the Weights and Measures Regulations and/or Notice of Approval.
4.3 These meters shall be subsequently inspected as part of the normal inspection cycle.
4.4 Sealing of these devices will no longer be required if they have no means of adjustment.
5.1 The purpose of revision 1 was to revise the bulletin format and make minor editorial changes to accommodate the format.
