1. Scope

These are the technical requirements for the operation of mobile stations in the maritime service.

2. Definition

For the purpose of these requirements,

ship station means a mobile station, including a hand-held radio, that is installed or operated on board a ship or vessel; and
coast station means a fixed station that operates in the maritime service.

3. Use of Approved Radio Apparatus

The operator of a ship station shall operate radio apparatus that meets applicable standards.

4. Identification

The operator of a ship station shall identify the station using:

  1. the call sign assigned by Industry Canada for that station if the radio station is licensed; or
  2. the name of the ship or vessel; or
  3. the Maritime Mobile Service Identities (MMSI) number with automated Digital Selective Calling (DSC).

5. Radionavigation Frequencies Allocated to the Maritime Service

The operator of a ship station shall operate radionavigation apparatus on those radio frequencies within the frequency bands set out in Column I of Schedule IV.

6. MF/HF Frequency Bands for Communications with Coast Stations and Other Ship Stations in the Maritime Service

6.1 Frequency Bands of Operation

The operator of a ship station shall operate within the frequency bands set out in Column I of Schedule II for ship-to-shore and ship-to-ship communications.

6.2 Frequency Usage

The operator of a ship station shall operate the radio apparatus in accordance with the usage set out in Column II of Schedule IV for the frequency band set out in Column I for that corresponding item.

6.3 Frequency Restrictions

6.3.1 The operator of a ship station shall operate the radio apparatus in accordance with the restrictions set out in Column III of Schedule IV for the frequency band set out in Column I for that corresponding item.

6.3.2 For the purpose of complying with the applicable restrictions in paragraph 6.3.1,

  1. Primary means that a station operating in the maritime service can claim protection from harmful interference from a station performing a secondary service in that band.
  2. Secondary means that a station operating in the maritime service shall not:
    1. cause harmful interference to a station performing a primary or co-primary service; or
    2. claim protection from a station performing a primary or co-primary service.
  3. Co-primary means that a station operating in the maritime service can claim protection from harmful interference from a station performing a secondary service in that band, and shall not cause harmful interference to a station performing another co-primary service.

6.4 Radio Apparatus Power Limitations in the Maritime Service

Subject to Section 9.2, the operator of a ship station operating within the frequency band set out in Column I of Schedule VI shall restrict the power output to that set out in Column II of that corresponding item.

7. Designated Frequencies, Maximum Power Output and Usage for the MF and HF Radiotelephony Allocations for Mobile Stations in the Maritime Service

7.1 Assigned Frequencies and Usage for the MF and HF Radiotelephony Allocations for Mobile Stations in the Maritime Service

The operator of a ship station shall operate the radio apparatus only on the designated radio frequencies set out in Column I of Schedule III.

7.2 Radio Apparatus Power Limitations in the Maritime Service for Specific MF and HF Frequencies

The operator of a ship station operating on a frequency in Column I of an item in Schedule VII shall restrict the power output to that set out in Column II of that item.

8. Frequencies, Nature of Service, Type of Traffic and Areas of Operation with Restrictions for the VHF Band in the Maritime Service

8.1 Channel and Frequencies

The operator of a ship station operating on a channel designation in Column I of Schedule I shall operate only on the transmit and receive frequencies listed in Column II.

8.2 Restrictions

For each channel, the operator of the ship station shall operate in accordance with:

  1. the area of operation (see the legend for Schedule I) identified by the placement of an "X" in Column III;
  2. the type of traffic (see the legend for Schedule I) listed in Column IV; and
  3. the restrictions noted in Column V.

8.3 Power Restrictions

The operator of a ship station shall limit the power output to 25 watts for radio apparatus operating on the radio frequencies set out in Schedule I. While in port, to minimize interference to other users, operators shall reduce their power to 1 watt in accordance with the provisions of the VHF Radiotelephone Practices and Procedures Regulations made pursuant to the Canada Shipping Act.

9. Ultra High Frequency Allocations for Operations On Board a Ship Station

9.1 Frequencies of Operation

The operator of a ship station shall operate only on those radio frequencies set out in Column I of Schedule V.

9.2 Power Restrictions

The operator of a ship station shall limit the power output to 5 watts effective radiated power for radio apparatus operating on the radio frequencies set out in Schedule V.

9.3 Operating Restrictions

The operator of the ship station operating on the radio frequencies set out in Schedule V shall operate on a no-interference, no-protection basis. These frequencies are to be used for internal communication purposes, on board Canadian ships only, which are necessary for the support of operational requirements of the ships' business.

10. Frequencies Allocated to Ship Radiotelegraphy Stations Using Manual or Automatic A1AAN Morse in the Exclusive Maritime Mobile Bands Between 4 and 25 MHz

The operator of a ship station shall operate the radio apparatus only on the designated radio frequencies set out in Columns I and II of Schedule VIII.

Channel Designations Explanation:

For example:

  • Designated ship station Channel 01 transmits on 156.050 MHz and receives on 160.650 MHz, and is a duplex channel; and
  • Designated ship station Channel 06 transmits on 156.300 MHz and receives on 156.300 MHz, and is a Simplex channel; and
  • Designated ship station channels with the "A" extension such as Channel 04A are generally simplex channels; however,
  • Designated ship station Channels 87B and 88B are simplex channels and for AIS purposes only; while designated ship station Channels 21B, 23B, 25B, 28B, 83B, WX1, WX2 and WX3 are receive only channels for weather information.
