Request for temporary dispensation from meter reverification
Under the provisions of the subsection 9(2) of the Electricity and Gas Inspection Act, the President of Measurement Canada has received a request to grant a temporary dispensation from meter reverification. In consideration of this request, interested parties may make representations with regard to the following information provided by the applicant.

Reason for request
New Westminster Electric Utility is scheduling to start a mass deployment of advanced metering technology in 2020. To mitigate the cost and disruption of service to the customers, New Westminster Electric Utility is requesting a temporary dispensation for use of electricity meters without reverification for the years 2019 and 2020.
Meters identified for temporary dispensation
The following 9,542 meters are included in this application:
- 4,189 single phase self-contained meters
- 5,349 polyphase self-contained meters
- 4 commercial transformer-type meters
Proposed meter performance assurance program
New Westminster Electric Utility will process all meters as described in the Measurement Accuracy Mitigation Plan to reduce the potential for non-compliance with the requirements of the Electricity and Gas Inspection Act. Removed meters will be processed as per Measurement Canada requirements and all records prescribed will be maintained as per subsection 11(2) of the Electricity and Gas Inspection Act. Meter removal information will be stored on a server for one year after removal.
Duration of temporary dispensation
January 1, 2019, to December 31, 2020.
