Measurement Canada Specifications for Statistical Sampling S-S-02, S-S-03, and S-S-04; Amendment Overview

This bulletin provides an overview of amendments to the following specifications:

• S-S-02 (rev. 1) Measurement Uncertainty and Meter Conformity Evaluation Specifications
• S-S-03 (rev. 2) Prerequisites to the Use of Sampling Inspection
• S-S-04 (rev. 2) Sampling Plans for the Inspection of Isolated Lots and Short Series of Lots

Amendments to the above documents are based on comments received during consultation, as documented in the Joint Working Group, "JWG" minutes of March 25, 2008. A number of those amendments have already been made and published. These current amendments address the balance of the consultation comments. The JWG has reviewed the S-S-## series of sampling plans and made the following amendments to

S-S-02 (rev. 1), S-S-03 (rev. 2) and S-S-04 (rev. 2). In summary the amendments address:

S-S-02 (rev. 1), S-S-03 (rev. 2) and S-S-04 (rev. 2), amended sections on "Quality Management System Requirements" to align wording with S-A-01, "Criteria for the Accreditation of Organizations to Perform Inspections Pursuant to the Electricity and Gas Inspection Act and the Weights and Measures Act".

S-S-04 (rev. 2), amended requirements to permit non zero acceptance numbers, Ac for nonperformance nonconformities. A limiting quality of 2.0% is used for assessments involving nonperformance nonconformities for lot sizes over 3200. In addition, minor wording clarifications were made in the document.

Following issuance of the above amendments, the document S-01 "Implementation Guide for the Application of Statistical Sampling Requirements," will subsequently be reviewed and amended to reflect the above changes.
