1.0 Scope

These specifications apply to turbine gas meters accompanied by certificates of high-pressure test results issued by recognized test facilities, submitted for verification or reverification under the Electricity and Gas Inspection Act.

2.0 Authority

These specifications are issued under the authority of section 18 of the Electricity and Gas Inspection Regulations.

3.0 Recognized test facilities

For the purpose of these specifications, Measurement Canada recognizes results of high-pressure tests conducted on turbine meters and issued in certificate form by authorities from test facilities that are identified in Measurement Canada Bulletin G-16.

4.0 Performance requirements

4.1 For the purposes of meter verification and reverification, the performance errors stated on the certificate of high-pressure test results issued by the recognized test facility shall be evaluated. The performance errors corresponding to the turbine meter's specified high load (HL) and low load (LL) test points shall both be within the tolerance interval of ±1.0 percent.

4.2 Where the capabilities of local test facilities permit, the meter shall also be tested with air at atmospheric pressure at:

  1. the specified HL and LL test points; or
  2. in the event that the test facility is not capable of testing the meter at the specified HL and LL test points, the meter shall be tested at the highest flow rate possible, with the exception that no meter shall be tested at a HL flow rate of less than 25 percent of the meter's designated maximum flow rate (Qmax). 4.3 The performance errors corresponding to any test conducted at atmospheric pressure shall be within the tolerance interval of +1.0 percent to -2.0 percent. (under review)

4.4 Where no test can be conducted at atmospheric pressure due to the lack of adequate local test facilities, this fact shall be noted on the inspection certificate and the meter shall be verified or reverified on the basis of the high-pressure test certificate alone, in accordance with the requirements of clause 4.1 above.

5.0 Revision

The purpose of this revision was to remove the outdated list of recognized test facilities in section 3.0, and replace it by a reference to the list contained in Bulletin G-16. An amendment was made to clause 4.2(b) to increase the minimum allowable HL test flow rate from 5 percent to 25 percent, in recognition of the increased availability of test facilities that have higher flow rate test capabilities.
