1. Scope
These specifications apply to any new electricity meter with communication capability, submitted for approval under the Electricity and Gas Inspection Act.
2. Authority
These specifications are issued under the authority of section 12 of the Electricity and Gas Inspection Regulations.
3. Background
The provisional specification (PS-E-05) was promulgated by Measurement Canada on January 17, 2001. The purpose of the provisional specification was to amend LMB-EG-07, (Specifications for Approval of Type of Electricity Meters, Instrument Transformers and Auxiliary Devices). The amendment established criteria for a standard communication protocol for all new electricity meters that have communication capability. The specific technical criteria that was required for new electricity meter approval were: compliance with published standard ANSI C12.19-1997/IEEE Std-1377: Utility Industry End Device Tables; and, in the case of meters with optical communication ports, compliance with published standard ANSI C12.18-1996: Protocol Specifications for ANSI Type 2 Optical Port.
These standards address communication technology designed to facilitate interoperability and interchangeability of meters. They were jointly developed by the ANSI C12 Electricity Metering Standards Committee, the IEEE SCC 31, and Measurement Canada.
4. Technical requirements
4.1 Electricity meters submitted to Measurement Canada for Approval of Type pursuant to Specification LMB-EG-07 may conform to the requirements of ANSI C12.19-1997/IEEE Std-1377 and/or ANSI C12.18-1996, however conformance to those requirements is not mandatory
4.2 Measurement Canada supports the voluntary adoption of these standards in order to promote uniformity and consistency in the performance evaluation of electricity meters that have communication capability.
5. Revision
5.1 The purpose of this revision is to revoke the original version of PS-E-05.
5.2 Specification LMB-EG-07, (Specifications for Approval of Type of Electricity Meters, Instrument Transformers and Auxiliary Devices), will not be amended pursuant to the requirements stated in the original version of PS-E-05.
