1.0 Purpose

The purpose of this bulletin is to set forth Measurement Canada's policy regarding the use and application of CSA standard Z234.1, entitled Metric Practice Guide, in the development and interpretation of specifications for electricity and gas meters.

2.0 Scope

This bulletin applies to the use of metric units of measure on electricity and gas meters, and metering information transcribed in associated records. This bulletin does not apply to the use of Imperial units of measure prescribed under the Electricity and Gas Inspection Act and Regulations.

4.0 Terminology

SI

An abbreviation for "International System of Units".

Non-SI

Refers to metric units of measure which are considered to be outside the International System of Units (SI) of which there are two classes:

  1. Non-SI units that continue to be permitted for use with the SI because of their practical importance, wide usage, or use in specialized fields, and;
  2. Non-SI units that shall not be used with the SI, and which should be progressively abandoned where still in use (e.g. use of "bar" in gas pressure measurement).

5.0 Background

The "Canadian Standards Association" (CSA) is an independent organization accredited by the Standards Council of Canada, whose activities include the development of standards and product certification. Standard Z234.1 has been developed under the auspices of the CSA, and has been approved by the Standards Council of Canada as a National Standard of Canada. Its content incorporates past decisions made by the General Conference on Weights and Measures (CGPM), the International Committee for Weights and Measures (CIPM), and the International Bureau for Weights and Measures (BIPM), and also reflects changes being proposed by the International Organization for Standardization (ISO).

CSA standard Z234.1 is intended to be a primary source of knowledge for the application of the International System of Units for all purposes and to provide a basis for its specific application in individual fields of interest.

6.0 Policy

6.1 The recommendations in CSA standard Z234.1 shall be used in conjunction with the Electricity and Gas Inspection Act and Regulations to interpret the metric terminology applied for electricity and gas meters and associated records, except in cases of conflict, in which case only the legislative requirements shall take precedence.

6.2 Pursuant to the recommendations of CSA standard Z234.1, the metric metering information displayed, memorized, recorded, or marked on electricity and gas metering devices, or transcribed in meter records must be expressed in SI units of measure. Non-SI units of measure may also be indicated in conjunction with the SI units of measure but shall not replace the SI units indicated.

6.3 Subject to clause 6.1, in the case of disagreement between the SI and non-SI indications, the SI indications shall be take precedence.

6.4 Any reference in this bulletin to CSA standard Z234.1 shall be considered to refer to the latest edition and revisions thereto.
