6. Areas of Common Understanding
The proposals highlight five areas of understanding to which the Working Group adheres, namely:
- There is a significant number of works that are “available for free” on the Internet that can be used by teachers and students for educational purposes without the need to obtain prior authorization from or to provide payment to the copyright owner;
- Such works should not be subject to payment under collective licensing or otherwise;
- The educational sector is willing to pay for the use of materials on the Internet where there is an expectation for remuneration;
- There is a need to maintain and encourage “learning moments”; and
- There is a need for a solution that is easily understood by teachers and students.
